What Is an AI Agent, and How Is It Different From a Chatbot?

Here's a number worth sitting with before reading anything else about this topic: analyst firm Gartner examined the thousands of vendors currently marketing their product as an "AI agent" and found that only around 130 of them are verifiably agentic by any meaningful architectural standard. Everyone else is using the term because it sells, not because their product does what the term actually describes.

That gap — between what "AI agent" has come to mean in marketing copy and what it actually means technically — is exactly why this is worth explaining properly rather than with another generic comparison chart. This article covers what genuinely separates an AI agent from a chatbot, why the distinction matters for a real business decision, and how to tell which one you're actually being offered.


Start With What a Chatbot Actually Does

A chatbot, including the AI-powered kind that uses a large language model rather than a fixed script, does one job: it responds. You send a message, it generates a reply, the interaction ends there. Even a good, modern chatbot that understands natural language and pulls answers from a knowledge base is still fundamentally reactive — it waits for you to ask, answers, and stops.

This is not a criticism. A huge share of what businesses actually need from a support or information tool is exactly this: answer the question correctly, quickly, and stop. Pricing questions, password reset instructions, order status lookups — these are legitimately chatbot-shaped problems, and adding more complexity than that adds cost without adding value.


What Actually Makes Something an Agent

The defining difference is not how naturally a system talks. It is whether the system can decide what to do next and then actually do it, across more than one step, without a human doing the intermediate work.

Concretely: a chatbot handling a wrong-colour order complaint replies with a link to the returns policy and a form to fill out. An agent handling the same complaint reads the order, verifies the item against what was actually purchased, checks the applicable refund policy, processes the refund directly in the store's backend system, sends a confirmation, and closes the ticket — with no human touching any of those intermediate steps.

That gap between "here's information to solve this yourself" and "this is now actually solved" is the real distinction. AWS, in its own published definition, describes agentic AI as an autonomous system that can act independently to achieve a predetermined goal — the acting part is the operative word, not the conversing part.

Under the hood, what makes this possible is a combination of capabilities working together, not a single feature:

Reasoning across steps. The system needs to plan a sequence of actions to reach a goal, not just generate the next most likely sentence.

Tool use. The system needs the ability to actually call external systems — a database, a payment processor, a scheduling tool — not just describe what someone else should do.

Memory across the interaction. The system needs to retain context from earlier steps in the task, not treat each exchange as isolated.

Judgment about when to stop or escalate. A genuinely useful agent knows when a decision needs human approval — a refund above a certain value, for instance — rather than acting on everything with equal confidence.


Why the Confusion Is So Widespread Right Now

Part of why "AI agent" gets applied so loosely is that the underlying technology genuinely did improve fast enough to make the term aspirational for a lot of products that aren't quite there yet. Gartner's own research projects that by 2028, at least 15 percent of daily work decisions will be made autonomously by AI agents, up from close to zero today — which tells you two things at once: the trend is real, and it is still early, which is exactly the environment where marketing tends to run ahead of the underlying product.

The infrastructure for genuine agentic systems is also newer than most people realise. Anthropic introduced the Model Context Protocol, an open standard for connecting AI systems to external tools and data sources, in November 2024 — barely over a year old at the time of writing. A meaningful share of what is marketed as "agentic" today is built on infrastructure that has existed for a matter of months, which is worth keeping in mind when a vendor claims years of proven agentic capability.


A Practical Test for Any "AI Agent" Claim

Before accepting a vendor's framing, ask these questions directly:

Does it actually take action, or does it just describe the action someone else should take? If the system's output is always "here's what you should do," it is a chatbot with good writing, not an agent.

Does it complete multi-step tasks without a human doing the steps in between? A tool that answers a question and then requires a human to go do five more things based on that answer has not automated the task — it has only automated the first step.

Does it have real memory across the interaction, or does each message start fresh? Genuine multi-step reasoning requires the system to remember what it already established earlier in the same task.

What happens when it's uncertain? A well-built agent has a defined mechanism for pausing and asking for human input on ambiguous or high-stakes decisions. A system with no such mechanism is either not handling genuinely consequential tasks, or handling them without appropriate caution.


Where Chatbots Are Still the Right Answer

None of this means every business needs to rush toward agentic systems. Chatbots remain the right tool for a large share of real business problems specifically because they are simpler, cheaper, and more predictable.

Use a chatbot when the task is genuinely single-step and low-risk: answering a known set of questions, routing an inquiry to the right department, providing information that does not require taking any action on the customer's behalf. Trying to force agentic complexity onto a problem this simple adds cost, adds failure modes, and rarely improves the outcome.

Salesforce's 2025 research found that roughly 30 percent of customer service interactions were already being handled by AI that year, with that figure projected to reach around 50 percent by 2027 — and a meaningful share of that volume is genuinely chatbot-shaped work: order status checks, simple lookups, routing. The growth toward agentic handling is concentrated specifically in the interactions that require an actual action to resolve, not the ones that only require an answer.

Case Study: A Logistics Coordinator Evaluating Vendor Claims

A mid-sized freight forwarding business in Chennai was evaluating three vendors, each claiming to offer an "AI agent" for shipment exception handling — situations where a delivery is delayed, damaged, or misrouted and needs a resolution communicated to the customer.

The evaluation. Rather than accepting the marketing language, the operations lead ran each vendor's demo through the practical test above. Vendor A's system generated a well-written explanation of what the customer service team should do next — genuinely a chatbot with polished output. Vendor B's system could look up shipment status and draft a customer message but required a human to actually send it and update the shipment record — a partial agent, doing real work but not closing the loop. Vendor C's system could look up the shipment, determine the appropriate resolution based on the exception type, update the tracking record, and send the customer notification directly, only escalating to a human when the exception fell outside predefined resolution rules.

The outcome. The business selected Vendor C specifically because it matched the actual definition of an agent — closing the loop without manual intervention for the majority of routine exceptions — while Vendor A's tool, despite similarly confident marketing, would have required exactly the same manual workload the business was trying to reduce.

The lesson. All three vendors used the word "agent." Only one product actually behaved like one. The evaluation cost nothing beyond the time to run a structured test against a clear definition, rather than trusting the label.


Common Questions

Is every chatbot with an LLM behind it now an AI agent? No. Using a large language model to generate more natural, context-aware responses is an improvement over a rule-based chatbot, but it does not automatically add the ability to take multi-step action across systems. The model powering the conversation and the system's ability to act are separate things.

Do we need an AI agent, or is a good chatbot enough for us? This depends entirely on whether your actual pain point requires action or just information. If your team spends time answering questions, a chatbot likely solves it. If your team spends time doing the same multi-step task repeatedly after getting an answer, that is the shape of problem an agent is built for.

How risky is it to let an agent act without human review? This should scale with consequence. Low-stakes, easily reversible actions are reasonable to automate fully. Anything involving money, customer commitments, or irreversible changes should have a defined human checkpoint, at least until the system has a proven track record on your specific use case.

Is agentic AI infrastructure mature enough to trust for a small business? The core technology is genuinely capable for well-scoped tasks. The caution is less about capability and more about vendor maturity — given how recently much of this infrastructure was built, ask any vendor specifically how long their agentic capability has been in production, not just when their company was founded.

How do we avoid being sold a chatbot with agent branding? Ask for a live demonstration of the system completing an actual multi-step task end to end, in your specific workflow, with no human intervention between steps. If the vendor cannot show this, or the demo quietly involves a human doing part of the work off-screen, you have your answer.
